In the name of the Essential, All-Powerful Divine, Existing by ITSELF, and of ITSELF, bound in heart and spirit with all the Holy Aeons that inhabit the Divine Pleroma, who pray with us and assist us. AMEN.

GREETINGS, PEACE, and APOSTOLIC BLESSINGS

We, James Foster, in Ecclesia Barnabas, Bishop of Smyrna by the Grace of God, Metropolitan of Las Vegas, Presiding Archbishop of the Ecclesia Lucis et Umbrae, let it be known that after consultation and upon the recommendation expression of the Holy Apostolic Synod, we affirm our decision to raise to Episcopal Dignity the Reverend Presbyter Michael Lux under the title of Bishop of Washington and of the Northwest.

The Very Reverend Monsignor Lux will be consecrated bishop as soon as possible, to enable him to carry out the duties of his office.

We petition all Bishops, Priests, and Deacons, and members of the clergy of the ELU and other Churches and Religious Communities in spiritual communion with us to recognize this new Bishop in both Title and Capacity. He will bear the Ecclesiastical Name of Sebastian.

By our decree, Barnabas, in our primatial see Las Vegas, Nevada and under our seal and signature on May 07, 2023, on the Feast of St. Rose Venerini.
